It's worth considering as a base only if you specifically want a city-centre stay (for Carnival, for example, or a short cultural trip) rather than a beach-focused holiday, for which the southern resorts are a better fit.

That said, city hotels here are generally well connected by tram to La Laguna and by bus or car to the airports, which makes Santa Cruz a workable, if unconventional, base even for a wider island trip if a city-centre stay appeals more than a resort setting for your whole visit.
